ExamView Pro, TestGen
According to eInstruction, ExamView 4.0 or later can export files in the Vista 3-4 formats. These files can then be imported into Vista. Also, with ExamView 6 you can publish directly to Vista 4.x (no import necessary).
According to QueryCat, you can export TestGen tests to a variety of different formats. When you create a TestGen test and select "Export" from the File menu, you can choose to export the test as a QTI (WCT CE 6/WCT Vista) file.
